Hull Kingston Rovers has submitted a planning application to redevelop the area around their Craven Park stadium.
The club wants to build a sports village with training pitches and indoor and outdoor facilities for community use.
Part of the site would be turned into a retail park with more than 400 car parking spaces.
It comes just a few days after the club lifted the Challenge Cup at Wembley, their first trophy for 40 years.
According to the Local Democracy Reporting Service, the club has said the development plan is part of its ambition to become “the biggest rugby club in the northern hemisphere”.
The site would house three full-size rugby pitches, one for the first team, one for the academy side and the third for community use.
Other sports facilities would include indoor netball and basketball courts and padel courts.
A “fanwalk” that connects Preston Road with Craven Park will get a makeover in the development.
It would become a “tree and flag lined boulevard”, which fans could use on the way to and from the stadium.
